Army National Guard

The Challenge

The Army National Guard (ANG) sought to complete a comprehensive facility condition, energy and security assessment and analysis for 20 of its major facility installations. The portfolio of buildings and sites were to undergo these audits in conjunction with the completion of a comprehensive capital renewal plan and development of strategic energy plan. To secure funding, the ANG needed a strategic plan and accurate, justifiable information upon which to base decisions.

The Solution

4tell™ was selected to provide the complete solution for the project - assessment services and the iPlan™ Sustainable Performance Governance Solution. Using iPlan, ANG was able to streamline and centrally manage their strategic capital planning and budgeting processes, energy project and program development, and stakeholder reporting requirements.

The project with Army National Guard began with facility condition and security assessments. The purpose of these audits was to provide a general overview of the present condition of the building and site components and to provide an opinion of probable costs to remedy any identified physical deficiencies or security risks. Energy assessments, which were part of Phase II, provided actionable information about opportunities for improving energy efficiencies and reducing carbon emissions.

ANG used the iPlan Capital Planning Solution to manage the capital planning and budgeting process for their facilities, buildings and infrastructure. With information about current asset conditions, they were able to accurately forecast capital budget requirements, prioritize capital renewal projects, and make asset lifecycle repair/replace decisions. ANG was able to prioritize the capital required to preserve and maintain their investment in infrastructure, facilities, and assets.

To manage their energy and emissions priorities and projects, ANG used the iPlan Energy Governance solution. Utilizing the energy audit information, the model provided information about energy retrofit opportunities, the cost of those retrofits, the return on investment, length of payback and the opportunities for emission reductions. The priority projects were able to be identified, planned, budgeted and measured.

Using iPlan Security Governance, ANG was able to evaluate risk areas across their facilities. Using industry standard – FEMA 426/429 - they were able to determine asset value, analyze the threats, and evaluate vulnerabilities for their portfolio. iPlan Security also met their requirement that the security criteria be based on the DoD Anti-Terrorism Standards for Construction. All the security remediation items that were generated were analyzed alongside energy and facilities items and evaluated for inclusion in the capital plan.

ANG has assumed a leadership role in making Sustainable Performance Governance one of their core business goals. They have demonstrated that successful management of facility asset portfolios requires processes and systems which support sustainability. Developing their strategy for long term governance has required that they optimize use of their capital investments, reduce expenses, make informed asset lifecycle and maintenance decisions, enhance energy efficiency, reduce emissions, and improve facility security. iPlan provided the ANG with the tools and knowledge to make strategic decisions that support their sustainability initiatives across these economic, energy, environmental and social dimensions.
