U.S. Veteran's Health Administration

The Challenge

The U.S. Veterans Health Administration sought to assume a proactive role in updating their energy plan to help guide decisions about energy efficiency projects, emissions goals, budgets and funding allocation. They also recognized the value of bringing their existing facilities information up-to-date and consolidating it in a central place. Their portfolio consisted of 600+ buildings comprising over 15 million square feet. The facilities are located in nine states throughout the eastern United States. .

The Solution

4tell™ Solutions, LLC was selected to deliver a comprehensive energy assessment, analysis and technology solution for 21 major health care facilities operated by the Veterans Health Administration (VA). 4tell worked with the VA to complete onsite energy assessments as well as to understand the VA’s KPIs and measures so they reflected economic, operational, environmental and social metrics.

The work with the VA focused on developing measures of success that aligned with its strategy, priorities and business plan. In developing these performance measurement processes, rather than developing a complex tracking process with many metrics, 4tell worked with them to identify the key benchmarks and resulting analysis that best monitored their particular goals for success.

The VA selected the iPlan™ Energy Governance solution to support their energy retrofit analysis and reporting requirements. With built-in energy performance data analysis, the VA has a strategic toolset for the ongoing management and improvement of their environmental performance.

The VA needed a solution that was built around proven engineering and economic models to assist them with lifecycle investment planning and budgeting decisions. iPlan Energy helped them to reduce the ongoing risks of maintaining fiscally efficient and environmentally responsible facility operations. It also helped to ensure accurate capital planning and budgeting.

The VA utilized the iPlan energy model which is a fully integrated energy analysis tool that provides a comprehensive knowledgebase that supports the economic analysis and justification of energy improvements and capital investments in buildings.

After implementation of the recommended energy improvements, practices and policies; using iPlan for ongoing monitoring and verification, the VA was able to measure the results and evaluate their effectiveness.

To support the deployment and ensure an effective and efficient rollout, 4tell delivered the following services for all of the VA facilities:

  • Condition and Energy Assessments
  • Strategic Energy Planning
  • Life Cycle Capital Planning
  • Sustainability Consulting
  • Training for field and internal staff on the iPlan solution.

The Results

  • Reduced energy consumption and GHG emissions
  • Streamlined and auto-mated energy engineering business processes and analytic models
  • Developed KPIs and benchmarking for performance management, regulatory compliance and reporting
  • Deployed a sustainability reporting portal to support stakeholder information needs.
